Yes there is, I've had a hand at doing such a thing, but I am not finished
yet.
If you would like to take a look, I'll send you what I have so far.  If you
would like to finish it, that would even better.

You might also want to look at Resources under the Commons project for more
details.  Given the built in support for resource files, doing it in XML
(the way I wanted) was going back to the basics.  I guess if I went with the
commons approach, I could just use digester and be done with it....oh well.
