Why is <?xml version="1.0" encoding="ISO-8859-1"?> is missing from struts-config_1_1.dtd? Is it by mistake OR is there any purpose? I see it in the file struts-config_1_0.dtd. I checked these files at http://jakarta.apache.org/struts/dtds/.
