Well, normally Struts-EL is part of the nightly build. We're currently having an unknown problem that is causing it to be missing from the nightly build. The nightlies from 12/7 and before have it, and also on 12/15, but we appear to have lost it again on 12/16.
Now, on the documentation problem :) , there is not a lot of documentation specific to Struts-EL. There is a README file at the root of the directory that has some information, but I wouldn't call it documentation.
