I can't speak for everyone, but you should be using Ant to build your projects no matter which IDE you choose. Every single (Java) IDE I've ever used (NetBeans, Jbuilder, Together, Eclipse, Idea) has either built-in support for Ant or at least a plug-in.
I recently added tutorials that demonstrate building and deploying a sample Struts app with: 1. NetBeans - http://jakarta.apache.org/struts/faqs/eclipse.html 2.
