According to the book "Struts in Action" where Ted is a co-author, and which uses the scaffold package, it is to be incorporated into Jakarta Commons package.
If you visit here http://jakarta.apache.org/commons/index.html You will see that it is included in the Sandbox but not in the released package. Hope this helps, a little bit.
