One of the original reasons Struts was created was to handle I18N. That's why it's tied into the framework so closely. Even if you don't need to support multiple languages you should still use a resource file to store messages to make changes *much* easier.

It seems to me that for apps that do not need i18n, i18n constructs shouldn't be forced upon the user. Is there a way to return an error message from ActionForm.validate(..) without dealing with a resource file?
