Yes, it is probably useful to add any jar that is used in
your project.

By default, the "basic" Struts needs common-XXX.jar, struts.jar
 and (anyone confirms?) xerces.jar and jakarta-oro.jar ?

Those two are in my WEB-INF/lib because I need them.
I am unsure Struts use them by default.
