In your distribution? You mean in your web application archive? Yes, it is probably useful to add any jar that is used in your project. By default, the "basic" Struts needs common-XXX.jar, struts.jar and (anyone confirms?) xerces.jar and jakarta-oro.jar ? Those two are in my WEB-INF/lib because I need them.
