I don't know how IBM licenses WebSphere, but when we were faced with this problem we decided to go with BEA's WebLogic because BEA gave us great discounts for instances running on our own workstations, which created a development environment like you describe with Tomcat. Perhaps you should have shopped around before chaining yourselves to Big Blue?
