What's your XSLT processor? Xalan and Saxon provides enhanced features with the saxon: and xalan: namespaces (at least functions, I do not remember for tags). There is also EXSLT that provides common Extension functions (still do not remember about EXSLT tags). I presume both processors handle xinclude tags too.
