I am using struts 1.1b3 and tomcat 4.1.12. I have 2 webapps and one is a struts implementation. If I execute shutdown.sh to try and stop tomcat it does not stop. I know that struts is causing this because when I removed the struts webapp it shutdown correctly. The following is the entry in the catalina.out file after I execute shutdown.sh.
