I am new to Struts as well and .. I have the same problem. Acording to examples I have seen as the value of 'input' attribute must contain the URI of resource (page, action, tile etc..). So IMHO in your case it should be /TA/BadgeLookup.jsp It smells to me like a bug in Struts.
