Michael, Did you get this figured out? I've got four config files in my list, and it has worked like a charm from the get-go (with Struts 1.1b3, and now on yesterday's nightly). I do not have spaces in my list, as David suggested. I am not using Tomcat, but I wonder if your problem lies elsewhere, not in your config files list.
