There used to be an option on older MSIE versions that
let you set that (Tools -> Internet Options -> Advanced -> Browsing)

Microsoft removed that option in version 5, and it's not
there any more. Microsoft thought it'd be a great idea
to remove it, because they know better:

You can, however, still get MSIE do that, if you hack the
registry a little bit and then enable the option in MSIE,
as described in the following Usenet post:
