Once you do that, it's easy to compile and well documented. There's even a sample application that shows Struts JSP and Templates side by side.
I'm using the Velocity Tools in my current application, and loving it!
If you have any questions, you can also post to the Velocity User list, where there are several kind souls who will help you out.
Oh, and chapter 17 of Struts in Action also covers the basics. =:0)
