I use the Eclipse IDE (http://www.eclipse.org) in conjunction with EasyStruts (http://easystruts.sourceforge.net) and the Sysdeo Tomcat plugin (http://www.sysdeo.com/eclipse/tomcatPlugin.html) and it works pretty nicely.
