org/apache/struts/legacy/GenericDataSource error

I am getting this error when I try access my action:

java.lang.NoClassDefFoundError: org/apache/struts/legacy/GenericDataSource

But I perceived that this class don't exist inside the struts.jar. Where is 
this class ? What Can I do to resolve this problem ?
