Brian, I'm currently trying JMeter (also a Jakarta project) and am finding it very useful. It has the advantage that it is possible to record web sessions and play them back in testing mode. This eliminates the need for coding of tests.
The tools that extend Junit typically require coding, so they take more time. If you have the time, you might want to consider a combination of JMeter and the HttpUnit/JUnitPerf. I was unable to get StrutsTestCase working on my W2K box (it worked on my Mac OS X box), so I've decided not to use it on this iteration of testing. I'll come back to it in the spring.
