The short answer is that GenericDataSource was originally deprecated in favour of Commons DBCP.
Unfortunately, problems with DBCP that could not be fixed in time for the 1.1 release meant that DBCP was removed and 1.1 reverted back to Generic DataSource. This is only a temporary measure so GenericDataSource was packaged separately from the main struts jar.
