The nested tags are simply different. The advantages of using them is not replicated in the JSTL/EL or any other tag system.
The nested tags directly extend the Struts html, bean and logic tag library and add the nested context. Because they are different, they have never been on the recommendation list of many developers on this list, but those that do use them think that they're the duck's nuts because it is quicker and easier to develop more complex views. All in all, you'd have to take a look and see if it's a good fit for you personally.
