We are using Websphere 4.0, Struts 1.0, Tomcat 4.0.

Does the generated source of the tags between Tomcat and Websphere show 
any discrepancies?

Probably not much help, but I can say that I have not had any issues with 
this in either Websphere 4 or 5, and do not remember others complaining of 
this in particular. What versions of Tomcat and Websphere are you running? 
Does the generated source of the tags between Tomcat and Websphere show 
any discrepancies?
