If you need the application's path, then I wouldn't recommend using a ProcessAction. These are meant to be a fast lane to the business layer. The business layer shouldn't need to know the application's path.

If you need to load a resource into application scope, then use a plug-in or another servlet to load it under a known key. Then it can be accessed through the servlet context like anything else.
