I've been doing some reading from Cavaness', O'Reilly Struts book and have a question regarding declarative exception handling.
Specifically, page 87, The global-exceptions element: "..you will see that the exception element also can be specified in the action element. If an exception element is configured for the same type of exception both in the global-exceptions element and in the action element, the action level will take precedence."
