According to the Struts DTD:
path            The module-relative or context-relative path to the
resources
                     that is encapsulated by the logical name of this
ActionForward.
                     If the path is to be considered context-relative when
used in
                     a modular application, then the contextRelative
attribute
                     should be set to "true". This value should begin with a
slash
                     ("/") character.

So apparently not.
The best solution for this might be to use Tiles.
If that's not possible then consider putting this into the message resources
and building a solution off that.
Obviously there are other approaches as well but we need to know what you
are trying to do with it.

IE
