"web-app" must match
<web-app> is in web.xml and has nothing to do with Validator ;-), see line 67 of your web.xml to fix the error

Urgh, I had placed my resource-ref's before the taglib and due to my newbieness of Struts, I figured that it was a Struts issue. Thanks for the pointer!
