well all i can say is just check you have following lines of code in web and
struts-config xml files. These are my configurations
IN web.xml file
<taglib>
<taglib-uri>/struts-tiles</taglib-uri>
<taglib-location>/WEB-INF/tlds/struts-tiles.tld</taglib-location>
</taglib>
IN struts-config.xml FILE
<plug-in className="org.apache.struts.tiles.TilesPlugin" >
<set-property property="definitions-config"
value="/WEB-INF/tiles-defs.xml" />
<set-property property="definitions-debug" value="0" />
<set-property property="definitions-parser-details" value="0" />
<set-property property="definitions-parser-validate" value="true" />
</plug-in>
Also,
try to open your tiles-defs.xml file in your browser to check if it showing
any error??
