Eventually, I found that some error is posted, but not to catalina.out. Unfortunately, the error message was not very telling so I posted an RFE to make it more helpful (http://nagoya.apache.org/bugzilla/show_bug.cgi?id=25155). Essentially, the problem was that I had both, <?xml version="1.0" encoding="UTF-8" ?> and <?xml version="1.0" encoding="ISO-8859-1" ?> in struts-config.xml after migrating.
