First of all, do *not* cross-post your questions to multiple lists. I'm going to reply here and ignore your cross-post to commons-user.
I have uploaded files much, much larger than 70MB without any problems. Try using the struts-upload example, and see if you still have problems. If you do, you have a system issue; otherwise you must be doing something differently from the example that's causing the problem. Also, are you really using a version 1.2 JRE?
