The only reason it might appear to "not be part of the main development" is that Struts has a defined minimum requirement of Servlet 2.2/JSP 1.1 and the JSP EL was not introduced until Servlet 2.3/JSP 1.2. If Struts is to maintain compatibility with JSP 1.1, it can't require that people use Struts EL


That said, a review of the mailing list archives will make it clear that among Struts committers who have expressed an opinion, all of them see the Struts EL tags as "the future."

Tell your boss that the best way to tell where an open source project will go is to become an active participant in the development community!
