XDoclet and Struts works very nicely together - throwing Maven into it 
has only brought me headaches and I found it easier to just do it in 
Ant.  Why try to do it in Maven "just because Maven is cool?" ;-)

You might checkout my AppFuse project with uses 
Ant/XDoclet/Struts/Hibernate.
