Try this:
<%@ taglib uri="http://jakarta.apache.org/struts/tags-bean" prefix="bean"
%><%@ taglib uri="/display" prefix="display"
%><%@ taglib uri="http://jakarta.apache.org/struts/tags-html" prefix="html"
%><%@ taglib uri="http://jakarta.apache.org/struts/tags-nested"
prefix="nested"
%><%@ taglib uri="http://jakarta.apache.org/struts/tags-tiles" prefix="tiles"
%><%@ page language="java"
%><%@ page contentType="text/html; charset=UTF-8" %>
The idea being you try to contain the \r\n inside the tags and outside the
template text.
