You can very much do so. We had a completed 50% of our application when we migrated to Tiles.
That is what we did. Instead of changing the existing working functionality,We just started using tiles for new development.As a result , we have tiles definitions as well as normal jsps. BTW,there is an excellent chapter in Struts In Action (by Ted Husted) about converting an existing application to tiles.The part about namign conventions I found extremely useful.Espeially when you have tiles as well as non tiles jsps coexisting in an application,the naming convention becomes very important to avoid confusion.
