Sorry for the delayed response. I'll make it clear.

I am having a UniverstiyVO in my form bean

That UniversityVO contains a collection of CollegeVOs.

The CollegeVO contains a DepartmentVO. 

For the first time when the action is called i am fetching 

the values from the database and setting values in DepramentVO and
collection of CollegeVOs and setting the collection

of collegeVOs in universityVO and setting the UniversityVO in form bean.

I am then taking the university vo from form bean in jsp and displaying the
university details.

Then i am iterating thro the collegeVOs and displaying college details and
department details.

Now when i update the values of college and submit the form universityVO in
the form bean is populating the updated values.

But the collection of college VOs is not at all populated. Is there any way
to populate the collection of collegeVOs??

I am not sure how to read this.  It seems to say that, when you submit a 
form, the values of the form are uploaded, but, if you resubmit the form, 
the values are not uploaded.  This says to me that what happened BEFORE you 
submit the form is important, only because that is the ONLY DIFFERENCE in 
the two circumstances, if that is what you are saying.  This is part of the 
solution by the method of differences, at any rate, which is an inductive 
rule of inference.

By this reasoning, something does not happen prior to a form re-submission 
that did happen prior to a form submission?  That true?  If so, the 
difference should explain the different behavior experienced after the, 
respective, form submissions.
