Yes, there is. Tomcat 3.2.x has many bugs with the way that class loading is handled that make it totally unsuitable for Struts 1.1 applications. You should upgrade to a more current Tomcat release -- if you want realistic support, then I'd recommend upgrading to the most recent Tomcat 5.0.x stable release.
