The proposal to merge ~r00ta/maas:MAASENG-1782 into maas:sqlalchemy-spike has been updated.
Description changed to: This MP aims to 1) install the required packages for local development in the virtual environment .ve created by the makefile 2) scaffold the maasfastserver application and expose the root at `/api/v1/`.
