The attached patch fixes the missing NOT-IMPLEMENTED condition.

This condition is used in wrappers.lisp mainly for unsupported
implementations. It wasn't a problem to run stumpwm since when this
condition is needed there's something missing for your implementation in
wrappers.lisp. However it's probably cleaner to have thi defined
somewhere.

PS: sabetts, as you told me on IRC I removed the :proc part of the code.
