and even test various aspects of it.

What I am doing here is separating out the BUF/BIO command into
its own field, b_cmd, and removing all the command flags from
b_flags.
I especially need testing of the floppy driver, MFS, VN, and an
ATA raid. It is a fairly straightforward patch and I have a ton of
other surgery to do so I am slating the commit for Sunday.
