[patch] show current AHCI link power state

Hi,

this patch
http://leaf.dragonflybsd.org/~hofmann/ahci_pwr_state.diff
adds a sysctl that shows the current AHCI link power state.
It's on top of the device initiated power management patch, but should
also apply without it.
