I believe the aim should actually be to implement the vpm-b algorithm, which improved the original and is now the most commonly used form. From memory, there's a free fortran vpm-b program on the decompression.org ftp site, and an explanation of the code. May also be worth looking at https://github.com/bwaite/vpmb Someone should also check there are no licence issues using it. I think the fortran code is free but not gnu.
