Just one thing: all tabs there are ALWAYS related to the current dive and anyway just one dive. Adding a tab which contains a function to edit/manages all sites it's a big UI mistake. We already have a stats tab that has the same problem and I hope in a foreseeable future we will have a proper statistics view which will remove that tab. Basically we could have a temporary dive site management tab (until we will have a proper dive siteS management view) but it should be related only to the current dive site.
