Hello it seems that the Windows version of Subsurface imports Shearwater sqlite database differently than Linux. What is the sqlite version that is included in the Winodws build? Could that be the issue? What else could be different in the Windows build?
I suspect that parsing the samples fails, and that sql query might be something that the version of libsqlite on windows cannot handle... miika
