Yes, that's the intended perception. There was a lot of back and forth on this idea in the past, but I'm in favor of showing all pre-installed activities in the Journal, myself. In the future, if we have the proposed action/object views of the Journal, the differentiator here would be that pre-installed activities only appear as objects, since they weren't installed via interaction with the device on the part of the user.
