The patch was landed as a fix for ticket "Implement dotted activity versions to sugar" #2425 [1]. The first official OLPC release with this change was 11.2.0 build 874 (July 20011), though not a feature I could find mentioned in the release notes [2]. We should not be using dotted version numbers for activities intended to be installed at deployments running builds older than Sugar 0.92.0.
