As the instructions say, the string VERSION needs to be replaced with the version of firmware you wish to download.
In any case if you are using a reasonably current OLPC release (12.1.0 or 13.1.0) you should not have to worry about manually upgrading the firmware. Most XO laptop images contain a copy of the firmware they were designed to be used with, and can automatically upgrade to it given external power and a reasonably charged battery.
