Seems appealing, seems it's an american thing but if we can apply that'll be great.
I think the idea would be to promote it to eligible students in the SL community, so that they can apply if they want to.
I think that it's probably fine to submit an app created in another program like Turtle Blocks, Music Blocks, etc. (I don't see anything that indicates that apps made with those programs would be rejected.)
