The definition of the problem you are trying to solve with your proposal is very high-level, as are your "detailed descriptions". It is hard to tell what you will actually build and how you know that it works. There are also some gaps/miscues regarding data formats. For example, I don't know where your JSON-encoded program code comes from and it doesn't seem suitable as a representation to do what I think you intend.
