Have you considered implementing this at the X level? If so, why did you decide to go for a Sugar specific solution? I have no idea if/how that's possible but I see that the synaptic driver has a TwoFingerScrolling option and I've seen something similar for thinkpads a while ago. Eben, could you give it a try and comment on the user experience?
