That limitation is due to Rainbow's isolation mechanism. Browse can download a file into the Journal, and then show the journal entry. You then resume that journal entry to open the file in Read. Similarly, Chat can take a URL and make a journal entry out of it, and show it - which can then be opened in Browse.
