No you was right. Release versions are confusing :) OLPC 9.1 will ship with Sugar 0.84, in approx six months. OLPC 8.2.1 will ship with Sugar 0.82.x and will have only incremental improvements. (We are not doing planning for it other than assigning tickets to that milestone).
