Hi Dieu Nguyen Van, For sure you can use SUMO to simulate traffic light control. In my thesis I used SUMO to test my algorithm for dynamic traffic light control at an isolated intersection. You can use TRACI protocol to enable interaction of your algorithm with the SUMO's environment. You can refer to various tutorials on the website(hoping they are still there)
