Hello,
currently it is not feasible to modify the network while the simulation is
running. A lot of preprocessing is necessary to compute the necessary
network elements such as junction logic, connections and internal lanes.
You can enable/disable existing roads for use by modifying allowed vehicle
classes on all lanes via TraCI though. Maybe you could add the the roads in
a disabled state and then enable them later to emulate the effect of adding
roads dynamically.
